USE OF HINDI AND PARLIAMENT WORK
13.1 Use of
Hindi
During, 2001-2002 all efforts were made to promote
the progressive use of Hindi in the Department. The meetings of Official
Language Implementation Committee were held regularly under the chairmanship of
the Joint Secretary.
The Annual Report, Performance Budget, Demand for
Grants, all Cabinet notes, reports, monthly summary to cabinet and documents to
be presented to the Parliament Consultative and Standing Committees,
Parliament, etc., were prepared bilingually.
Department
organised a five day Hindi workshop in June 2001 to train officers and staff to
sort out various difficulties they face while doing their work in Hindi. About
20 officers and staff took part and were benefited from it.
Hindi fortnight was
organised by Department from 14th to 28th September. During this
period, Hindi Essay writing, noting & drafting debate competitions were
held. A quiz programme was also held in Hindi to test the knowledge of staff
about Departmental programme and official language policy. About 50 employees
participated in it. Secretary gave away the prizes and certificates to winning
officers and employees.
The Department organised
the 10th National Scientific Hindi Seminar on “Tatiya
Kshetra Prabandhan” at Scope Complex, New Delhi on 28th January 2002. About 20
scientists from various institutions related to the subject presented their
paper in the seminar. On this occasion,
Secretary DOD and Secretary (O.L) also released the two Hindi books ‘Sagar
Suchana’ and Samudra Vigyan Ke Do Dashak’ being the compilation of proceedings
of seminars held in 2000 and 2001, respectively.
To
evaluate the progress made in Hindi the second Sub-Committee of Parliamentary
Committee on Official Language inspected NIOT, Chennai an autonomous society of
the Department on 17th January 2002. To assess the
implementation of Official Language, AD (OL) inspected the INCOIS, Hyderabad on
18th February 2002 and suggested various measures to promote
use of Hindi in the Centre.
The 15th and
16th meeting of joint Hindi Advisory Committee to the
Ministry of Science & Technology and Department of Ocean Development were
held in August 2001 and February 2002, respectively, at New Delhi and
Hyderabad. Various steps were taken to improve the implementation of Official
Language as suggested by Hon’ble members of the Committee.
Department awarded third
prize, to the book titled ‘Sagar Ki Sampada’ written by Dr. D.D.Ojha under the
Department’s original book writing scheme for the year 2001.
13.2
Parliament work
The meeting of the
Department related Parliamentary Standing Committee on Science &
Technology, Environment & Forests was held on 29th March 2001 to consider
the detailed Demands for Grants in respect of the Department for 2001-2002. The
Parliamentary Standing Committee on Science & Technology and Environment
& Forests visited INCOIS, Hyderabad on 28th December 2001, to
review the activities/programmes on Ocean Observation and Information Services
implemented by INCOIS.
The meeting of the
Consultative Committee of Parliament for the Ministry of Science &
Technology and Department of Ocean Development was held on 19th December 2001, to
review the implementation of the programme on “Ocean Observation and
Information Services”.
Between
April 2001 and December 2001, two Starred Questions and twenty-five Unstarred
Questions were answered in the Parliament.
