In order to make the Indian Antarctic Programme internationally recognised and
perceptible, it is foremost that India contributes effectively in the various international
platforms under the aegis of the Antarctic Treaty. To this effect, for the first time the
National Centre for Antarctic and Ocean Research hosted the 11th meeting of the
Council of Managers of National Antarctic Programme (COMNAP) & Standing
Committee of Antarctic and Logistic Operations (SCALOP) and the Executive meeting of
the Scientific Committee of Antarctic Research (SCAR), at Goa during 19-24th
September, 1999. The meeting was attended by 80 delegates from all the Consultative
Party Countries.
During this meeting a Workshop on Environmental Monitoring and Impact
Assessment in Antarctica was organized by the Antarctic Environment Officers Network.
This Workshop recommended development of standard technical handbook on
environmental monitoring activities for Antarctic operations by the Treaty nations. The
Workshop on Emergency Response and Contingency Planning initiated action to
develop guidelines for general accidents, disasters, chemical spills and responses to
medical exigencies in Antarctica. Two electronic networks namely TRAINET and
INFONET were established to propagate the activities of various nations in Antarctica
especially those related with pre-Antarctic trainings and briefings. The Working Group
on Alternate Energy Sources in which India is a member was reactivated in order to
provide inputs on energy managements and exchange information on new technologies
and development in the fields of non-conventional energy sources in Antarctic
operations.
